For most people, PSAHelpline is simpler (more payment options, clearer tracking). Serbilis is slightly cheaper per copy. Neither offers same-day online release.
How to order on PSAHelpline.ph (step by step)
1. Go to psahelpline.ph and click Order Now.
2. Choose Birth Certificate.
3. Fill in the form exactly as registered: complete name (for married women, use the name recorded at birth unless the form asks for requester details), sex, date of birth, place of birth, father’s name, mother’s maiden name, and purpose of request.
4. Enter your details as requester: name, delivery address, mobile number, email. (You may order your own certificate and those of your children and parents.)
5. Pay ₱365 per copy: credit/debit card, GCash, Maya, 7-Eleven, Bayad Center, or BancNet channels.
6. Save your reference number. You will get email/SMS updates.
7. Receive the document via courier — a valid ID is required upon receipt. Metro Manila: typically 3–4 working days; provinces: 4–7 working days.
How to order on PSA Serbilis
1. Go to psaserbilis.com.ph and fill in the request form.
2. Print the payment slip and pay ₱330 through accredited banks or (for overseas requesters) remittance partners.
3. Track the request status online with your reference number.
4. Delivery: 3–4 working days processing + courier time within Metro Manila; add 5–7 days for remote areas.
CRS outlet: cheapest at ₱155 (appointment required)
Since 23 March 2026, walk-ins are no longer accepted at any PSA CRS outlet (PSA Advisory 26CRS01-0546) — including for National ID holders. The process:
1. Book a free appointment at appointment.psa.gov.ph. Appointment slips are non-transferable and must bear the requester’s name.
2. On your date, bring a valid government-issued ID and the accomplished application form.
3. Pay ₱155 at the PSA cashier.
4. Release may be same-day if the record is in the database; keep your receipt — it is usually required for claiming.

e-Certificate: the digital option (₱290)
The PSA e-Certificate is a digitally signed, QR-verifiable PDF — no paper, no courier. Order online, verify identity, and receive the file by email. Best for urgent digital submissions. Caution: embassies, courts, and many agencies still require the physical SECPA copy. Confirm with the receiving office before relying on the e-Certificate.
“No record found”: what to do
This is the most common problem with older records. Do not just reorder — follow this order:
1. Check the LCRO where the birth was registered. The record may exist locally but was never transmitted to PSA.
2. Ask the LCRO about endorsement — the process of transmitting the local record to the PSA database. This often takes weeks.
3. If the birth was never registered at all, the remedy is late registration, not correction — see the correction and late registration guide.
4. For Filipinos born abroad: the birth should have been reported to the Philippine embassy/consulate (Report of Birth). If it was not, that is the missing step.
Late Registration of Birth Certificate
If the birth was never registered — no LCRO record exists at all — the remedy is late (delayed) registration at the LCRO, not correction and not a PSA order. Typical requirements, per 2026 LCRO checklists:
- Affidavit of delayed registration (notarized)
- Medical certificate of live birth (if a physician or midwife attended)
- Baptismal certificate (usually must have been issued within 1 year of birth)
- Joint affidavit of two disinterested persons (witnesses not related to the applicant)
- Valid IDs of the applicant and witnesses, plus school or other records supporting the birth facts
Checklists vary by municipality and the applicant’s age — confirm the exact documentary list with your LCRO before gathering documents. PSA Negative Certification (No Record Found)
A negative certification (formally “Certification of No Record”) is the PSA’s official statement that no birth record matching your details exists in the national civil registry database. You receive one when:
- The birth was never registered, or
- The LCRO never transmitted the local record to PSA, or
- The details you submitted don’t match any record (check spelling first — a mismatch looks identical to “no record”)
What to do with it: take it to the LCRO where the birth was registered. If a local record exists, ask for endorsement to PSA. If none exists, the negative certification supports your late registration filing. Do not just reorder online — the result will be the same.

Troubleshooting
Payment made but order shows unpaid. E-wallet and card payments post quickly; over-the-counter payments (7-Eleven, Bayad Center) can take hours. Wait, then check with your reference number. Keep the payment receipt — if it still has not posted after 24 hours, contact PSAHelpline support before paying again.
Details rejected as “not matching records.” The most common cause is a name mismatch: use the name exactly as registered at birth (“Ma.” vs “Maria,” missing middle name). For married women, use the birth name unless the form asks for requester details.
Delivery delayed beyond 7 working days. Track with your reference number first — delays usually mean the record needed manual verification. Contact PSAHelpline support with your reference number, payment proof, and the exact details you submitted.
