What the PSA civil registry covers

The Philippine Statistics Authority is the central repository of civil registry documents — the official records of births, marriages, and deaths reported by Local Civil Registry Offices (LCROs) nationwide. From the PSA you can get:

  • Birth certificate — proof of birth, identity, and parentage; required for passports, school enrollment, employment, and government IDs.
  • Marriage certificate — proof of marriage; required for spouse benefits, name changes, and visa applications.
  • Death certificate — required for insurance claims, estate settlement, and SSS/GSIS benefits.
  • CENOMAR (Certificate of No Marriage) — certifies that no marriage record exists for a person in the PSA database; commonly required for marriage licenses and some visa applications.
  • CENODEATH — the equivalent certification for death records.

If your record is not in the PSA database (common for older or late-reported events), the PSA issues a negative certification — and the fix starts at your LCRO, not at PSA (see the correction guide).

PSAHelpline’s ₱365 breaks down as ₱155 document fee + ₱160 service fee + ₱50 courier fee. There is no discount for ordering multiple copies on PSAHelpline — each copy costs the full per-copy fee.

Which channel should you use?

  • Cheapest: CRS outlet (₱155/copy) — but since 23 March 2026, appointments are mandatory at all outlets (PSA Advisory 26CRS01-0546). Book free at appointment.psa.gov.ph. No walk-ins, no rescheduling — miss your slot and you book a new one.
  • Most convenient: PSAHelpline.ph — order anytime, pay online (cards, GCash, Maya, 7-Eleven, Bayad Center), delivered to your door. Metro Manila: typically 3–4 working days; provinces: 4–7 working days. A valid ID is required upon receipt.
  • Urgent digital need: e-Certificate — a digitally signed, QR-verifiable PDF (₱290/₱345). Accepted where digital copies are allowed; embassies and some agencies still require the SECPA paper copy.
  • From abroad: PSAHelpline supports international requests; PSA Serbilis ships worldwide via DHL. Alternatively, authorize a relative in the Philippines.

Who can request a PSA certificate?

Under the Data Privacy Act (RA 10173), civil registry documents are confidential. PSAHelpline allows you to order your own certificates and those of your children and parents. For anyone else, the requester needs a Special Power of Attorney (SPA) or must be acting in an official capacity (courts, authorized agencies). The courier releases documents only to the owner or an authorized representative with a signed authorization letter and valid ID.

Troubleshooting

“No record found” on an online order. Do not reorder repeatedly. First check with the LCRO where the event was registered — the record may exist locally but was never transmitted to PSA. Ask the LCRO about endorsement, or file for late registration if the event was never registered at all.

Name mismatch between the certificate and your IDs. Use the name exactly as it appears in the civil registry when ordering. If the registry itself has the error, that is a correction case — see the correction guide. Do not “fix” it by ordering under a different name.

Missed CRS outlet appointment. The PSA appointment system does not allow rescheduling. Book a new slot at appointment.psa.gov.ph — or switch to PSAHelpline.ph if your request is not urgent.
