Before anything else: get your LTMS account
Nearly every LTO transaction below assumes you have an LTMS portal account (portal.lto.gov.ph). Registration is free:
1. Go to portal.lto.gov.ph and choose to register as an individual.
2. Provide your personal details and a valid email address, then verify it.
3. You receive your LTO Client Number — keep it; it is your key to every online transaction, from CDE exams to violation checks.
Without an LTMS account you cannot take the CDE exam online, book appointments, or check your violations. Create it before you need it.

Troubleshooting
LTMS portal is down or very slow. This happened in mid-2026 (Memorandum Circular MVL-2026-5271 extended validity of affected licenses and registrations with no late fees). If the portal misbehaves, try off-peak hours, a different browser, or the eGovPH app — and check LTO announcements before assuming you are late.
My details on LTMS don’t match my ID. Name mismatches (“Ma.” vs “Maria”) block transactions. Fix it through the portal’s records-update flow or at the branch’s records section before your appointment.
I lost my license card. Apply for a duplicate at any licensing office — bring a valid ID and an affidavit of loss. The digital license in eGovPH remains usable in the meantime.

Do I need an LTMS account for walk-in transactions?
Increasingly, yes. Even walk-in applicants are asked for their LTO Client Number, and the CDE exam and medical certificate both link to it electronically. Register at portal.lto.gov.ph before visiting.
Can I transact at any LTO branch?
Generally yes for licensing — renewal and applications are accepted at any licensing center or district office. Vehicle registration follows your plate's district coding in some cases; confirm on the portal.
Is the eGovPH app the same as the LTMS portal?
